Committee\n\nApril 19,2024  \nWashington,DC  \nYet again we meet during a time of uncertainty and crisis.Wars and conflicts are raging,withdevastating effects on lives and livelihoods and endangering decades of development progress.  \nThe Nordic and Baltic countries condemn in the strongest terms possible Russia's continuedunprovoked,unjustified,and illegal war of aggression against Ukraine.We reiterate our absolutesupport for Ukraine's independence,sovereignty,and territorial integrity.Russia's aggressioncontinues to erode European and global security,disrupt food and energy markets and supply chains whichdisproportionately affects the poorest countries through its negative spillover effects on the global economy.Ukraine bears a heavy toll for this illegal war of aggression,with tragic human losses and millions displacedfrom their homes.  \nWe applaud the Banks strong support for Ukraine which is now more crucial than ever.As the warenters its third year it is imperative that we continue to support Ukraine in upholding services,maintainingcritical infrastructure,and ensuring liquidity needs.Concurrently,we must focus on supporting Ukraine inrestoring economic growth,advancing reforms,enhancing domestic revenue mobilization,and mitigatingrisks for the private sector.It is equally important to focus on early recovery and prepare for the future bysupporting reforms,that facilitate Ukraine's path to EU accession.  \nWe are extremely concerned about the catastrophic humanitarian situation in Gaza and theappalling toll it is taking.The armed conflict has a severe human,social and economic impact with thealready fragile economy crumbling and millions of people being either displaced or lacking sufficientaccess to water and food.A catastrophic humanitarian crisis is unfolding.We acknowledge the Bank'sactive role in supporting service delivery and relief efforts in close collaboration with humanitarian anddevelopment partners.The bank's experience in fragile and conflict-affected contexts makes it uniquelysituated to assist in the West Bank and Gaza.While lifesaving interventions must now take priority thebank must play a pivotal role in the enormous task of reconstruction in the aftermath of the war.  \nThe multiple crises and economic uncertainties are profoundly affecting the world's poorest,exacerbating poverty and inequality,particularly among women and girls.Nearly 700 million peoplelive in extreme poverty,and more than 50 percent of the world's extreme poor will live in fragile andconflict-affected countries by 2025.The Bank's mandate is to eradicate poverty and we must act urgentlyand decisively to ensure that IDA can meet these challenges.Integrating a gender equality perspective inthis work is of utmost importance.Women and girls are often subject to multiple,intersecting challengesexacerbating their vulnerability.At the same time,women's economic empowerment is an important toolfor overcoming
