the Development Committee\n\nApril 19,2024  \nWashington,DC  \nAs most of countries gradually recover from the ramifications of the COVID 19 pandemic and its deepeconomic and social impacts,the recent geopolitical conflicts and their spillovers have heavily offset thatrecovery.The ongoing war in Gaza,as well as other lingering crises contributed to exacerbating poverty,inequality,unemployment,and slowed down economic growth,to different extents,in many countries ofthe region.The strong engagement and support of the World Bank Group,through knowledge,finance andtechnical assistance will be critical to help tackle these challenges,including the repercussions of refugees'influx from Syria and other countries.  \nWe commend the Executive Board and the Management on the progress made to operationalize the WorldBank Group's new mission to end extreme poverty and boost shared prosperity on a livable planet.We trustthat the execution of this mission will continue to cater to client countries'developmental needs accordingto their priorities and effectively contribute to enabling economic growth.We truly look forward to a Biggerand Better Bank,however,it must happen on the foundation of a strong country-led model that wouldensure client ownership,with an enhanced IBRD and IDA financial capacity that could meet the clientsevolving needs while maintaining the AAA rating and preferred credit status of the bank along with havinglending flexibility.We welcome the development of the IBRD financial incentive framework,and theGlobal Solutions Accelerator Platform increase the volume and concessionality of finance,in addressingthe eight global challenges.It is important to emphasize that addressing global challenges with cross-borderexternalities need to be consistently and clearly identified and measured.In our region,the food and watersecurity nexus,does not only cause demographic,economic,and social challenges to the countries of theregion,but have core regional and global cross border externalities,manifesting themselves throughfragility,migration and forced displacement.Therefore,any project should look at our countries throughthis lens,prioritizing volume and concessionality accordingly.  \nWe welcome the progress achieved in operationalizing the new playbook;we believe that the financialflexibility provided by the Crisis Preparedness and Response Toolkit will strengthen IBRD and IDAcountries’preparedness and response capacity.We also value the efforts of IFC and MIGA to develop newtools and products to enable private sector investment in crisis preparation and response.While we welcomethe launch of the joint WBG's six Global Challenge Programs,we believe it should be developed andimplemented for all 8 global challenges as well as
