108thMeeting of the Development Committee\n\nOctober 12,2023Marrakech,Morocco  \nWe extend our deepest condolences to the people and government of Morocco in the wake of thedevastating earthquake.Our thoughts are with them,and we stand in solidarity during this trying time.  \nThe significance ofhosting the Annual Meeting in 2023 in Africa,after a span ofmore than 50 years,cannotbe understated.Moreover,this event merges two important processes,the Evolution Roadmap of the WorldBank Group(WBG)with the recent appointment of new leadership at the helm of the institution,markinga pivotal moment for all of us here in Marrakech.  \nWe acknowledge that extraordinary times demand both urgent action and new solutions,accompanied bynew political commitments and engagements.These innovative solutions must be characterized bycreativity and effectiveness,especially considering the transformative changes our world is currentlyundergoing.Factors such as the COVID-19 pandemic,geopolitical tensions,the digitalization of oureconomies,and the escalating threats posed by climate change have significant implications for people,development,governance,peace,and overall prosperity.At present,achieving the SustainableDevelopment Goals(SDGs)by 2030 appears increasingly challenging,necessitating a redoubling of ourefforts.  \nWe embrace the ongoing process of revising the World Bank's Vision and Mission.Its vision hastransitioned from being a \"dream\"to a more tangible and actionable idea:\"to create a world free of povertyin a livable planet.\"We welcome the inclusion of environmental considerations such as climate change,biodiversity,water,among others in the institution's mission.However,it is essential to have and preservea meaningful balance when interweaving economic,social,and environmental elements.This equilibriumis crucial for maximizing our impact on human development while ensuring the sustainability of ouractions.  \nWe commend the initial steps taken by the World Bank in its Evolution Roadmap and urge a continuedcommitment to identifying pathways for creating a larger,more effective,and more impactful institution.Recognizing the global significance of eight key challenges(namely Climate Change;Fragility andConflict;Pandemic Prevention and Preparedness;Energy Access;Food and Nutrition Security;WaterSecurity and Access;Enabling Digitalization;and Protecting Biodiversity and Nature),we highlight theirfar-reaching implications and cross-border externalities.Further work will be needed on loss and damagefinancing as well as in carbon market instruments to support the efforts of client countries.We would liketo emphasize that our foremost objective should always be human development,poverty eradication,andthe promotion of shared prosperity in a livable planet.  \nThe World Bank must continue its steadfast commitment to combating poverty,promoting economicgrowth,and advancing human
