LPACs should be familiar with these Commissioner of Education rules. \n▪ There are two decision-making guides for LPACs: \n▪ STAAR Decision-Making Guide \n▪ TELPAS and TELPAS Alternate Decision-Making Guide \nDecision-Making Guides for LPACs \n▪ LPACs must review and address each section of the applicable decision-making guide. \n▪ Each decision-making guide includes the following: \n1. Overview of the applicable assessment program(s) \n2. Test Participation Decisions \n3. Designated Supports Decisions \n4. Documentation of Decisions \n5. Additional considerations for the applicable assessment program(s) \nAssessment Participation Decisions \n▪ LPACs are required to make assessment participation decisions for English learners (ELs) based on the participation criteria. \n| Assessment | Participation Criteria |\n| --- | --- |\n| TELPAS | • General state English language proficiency assessment required for ELs not administered the alternate language proficiency assessment below |\n| TELPAS Alternate | •Available for ELs in grades 3–12 who meet the participation requirements for an alternate English language proficiency assessment.\u003Cbr>•Participation requirements found on the TELPAS Resources and Language Proficiency Assessment Committee Resources webpages |\n| TELPAS Alternate NAAR or Medical Exception | The ARD committee determined that the student met eligibility criteria for STAAR Alternate 2 and also qualifies for “No Authentic Academic Response” or a Medical Exception, therefore the student will not be required to participate in the administration of TELPAS Alternate. |\n\nDesignated Support Decisions \n▪ Accommodation Decisions \n▪ Accessibility Features (available to all students) \n▪ Designated Supports (locally approved) \n▪ Designated Supports (requiring TEA approval) \n▪ For the purpose of LPAC decision-making responsibilities, refer to the“Authority for Decision and Required Documentation” section of accommodation document to determine if the LPAC is authorized to recommend the designated support. \n▪ There are some designated supports in which the LPAC is the sole authority for making recommendations for ELs. Other designated supports require the LPAC to work in conjunction with another committee. \nDesignated Supports Decisions \n▪ LPAC’s designated supports decisions must be made on an individual student basis and in accordance with the applicable decision-making guide. \n▪ Decisions must be based on— \n▪ the student","cbCais4JEqTBraDp","https://ap.wps.com/l/cbCais4JEqTBraDp","pdf",4270522,123,"English","# Topics\n## Changes for 2018-2019\n## LPAC Role and Collaboration with Others\n## Decision-Making Guides for LPACs\n## Assessment Participation Decisions\n## Designated Support Decisions\n## Accessibility\n## STAAR Spanish\n## STAAR Special Provision and Exemption\n## Decisions About TELPAS and TELPAS Alternate","[{\"question\":\"What changes apply to LPAC decisions starting in 2018-2019?\",\"answer\":\"Beginning with the 2018-2019 school year, LPAC decisions become applicable for all assessments administered during that year, including December 2018, April/May 2019, and June 2019.\"},{\"question\":\"What is the LPAC role beyond making decisions and processing paperwork?\",\"answer\":\"The LPAC should provide opportunities for guide teachers, support the English language proficiency standards (ELPS), determine professional development needs, and coordinate with testing coordinators so participation and designated supports decisions are available in time for testing arrangements.\"},{\"question\":\"How should LPAC designated supports decisions be made?\",\"answer\":\"LPAC designated supports decisions must be made for each individual student using the applicable decision-making guide.
